摘要

中国第一份地方性的大学英语教学指导性文件——《上海市大学英语教学参考框架》（下面简称《参考框架》）最近正在研制中。为什么要制定这样的大纲？《上海市大学英语教学参考框架》和现行的《大学英语课程教学要求》有何区别？文本用制定说明的形式和附录《参考框架》来探讨这些问题，并用这种方法求教各方专家和更多的读者。

Abstract

A Framework of Reference for EFL Teaching at Tertiary Level in Shanghai ，the first local guidelines for EFL Teaching at Tertiary Level in mainland China ，is being drawn up． Why is it needed as there exists a national College English Curriculum Requirements? What is the major difference between the two? The paper addresses these questions．
