With the rapid development of the law issues at home and abroad ,the importance of law-based English teaching is recognized by the tertiary educational institutions in China. However ,due to the lack of checklist for evaluating law-based English course books ,systematic analysis and evaluation are not carried out before adoption. In order to provide some advice for the eval- uation ,a set of criteria is established and the steps for evaluation are put forward on the basis of analysis and review of literature on ESP teaching material evaluation at home and abroad. Thus ,the teaching materials can be perfected and the ESP teaching can be improved.
