欧盟构建了独特的法律体系，并开展了大规模的多语立法翻译工作。欧盟的多语立法翻译体系可以为其他国家或组织开展法律翻译提供借鉴。本文试从欧盟的法律术语翻译机制及术语库建设、翻译的主体间性、语言权利平等三个方面研究欧盟多语立法翻译的系统性特征，结合我国立法文本翻译面临的困境，探讨如何以欧盟法律翻译体系为借鉴，构建立法文本翻译质量因素五位一体模型，提高我国的立法文本翻译质量。

European Union has formed a unique legal system and carried out large scale EU legal document co-drafting which can be seen as legal translation. The EU legal translation system has set up a good example for other countries and international organizations. This study focuses on the systematic features of EU legal translation from the aspects of translation terms database, role of translators and equality of language power. On the basis of the study of the systematic features of EU legal translation system, the problems of legal translation in China are discussed and a quality system with five elements for legal translation is proposed to improve the quality of legal translation in China.
